AB 1938 would require local educational agencies (LEAs) to consider specified variables for pupils who are deaf, hard of hearing, or deaf-blind when designing the least restrictive environment (LRE) for students with disabilities and requires the California Department of Education (CDE) to communicate this information to all LEAs and other entities serving pupils who are deaf, hard of hearing, or deaf-blind.
