AB 1561 would include the City of Chico in the provisions of AB 430 (Gallagher, 2019), which provided a streamlined ministerial process to speed up the approval and construction of housing projects in the aftermath of the Camp Fire. In addition, AB 1561 would extend the sunset date to January 1, 2029 to help combat the effects delayed settlement payments, COVID-19, inflation, and supply chain shortages.
