AB 1952 would amend the Infill Infrastructure Grant Program of 2019 to exempt funding recipients from the requirements of the California Environmental Quality Act. With SB 35 (2017) the legislature already exempted many infill developments from CEQA, but the infrastructure to facilitate these developments is currently not exempt. By facilitating infrastructure projects that lay the groundwork for infill projects, AB 1953 would help advance and fast-track desperately needed housing projects.
