Federal Resources
California Farmers and Ranchers
- Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program – Provides emergency relief for losses due to feed or water shortages, disease, adverse weather or other conditions not adequately addressed by other disaster programs.
- Emergency Conservation Reserve Program – Offers haying and grazing relief to livestock producers in areas affected by drought or similar natural disaster.
- Livestock Forage Disaster Program – Provides compensation to eligible livestock producers who suffered grazing losses for covered livestock due to drought on privately owned or cash leased land.
- Livestock Indemnity Program – Offers payments to eligible producers for livestock death losses in excess of normal mortality due to adverse weather. Drought is not an eligible adverse weather event, except when associated with anthrax, a condition that occurs because of drought and directly results in the death of eligible livestock.
- Emergency Forest Restoration Program – Helps owners of non-industrial private forests restore forest health damaged by natural disasters, including drought.
- Tree Assistance Program – Aids eligible orchardists, and nursery tree growers for qualifying tree, shrub and vine losses due to natural disasters including excessive wind and drought.
- Non-Insured Crop Disaster Assistance Program – Provides financial assistance to producers of non-insurable crops when low yields, loss of inventory or prevented planting occur due to natural disasters including drought (includes native grass for grazing).
- Emergency Conservation Program – Provides emergency funding for farmers and ranchers to rehabilitate land severely damaged by natural disasters and to implement emergency water conservation measures in periods of severe drought.
- Emergency Loan Program – Provides low-interest loans to farmers or ranchers with agricultural operations located in a county under a secretarial disaster designation.
- USDA Natural Resources Conservation Service – Helps private landowners improve their operations while protecting natural resources, is also accepting applications for drought-related programs at its offices in 55 California Counties.
Homeowners
- Household Water Well System Grants Program – Helps qualified intermediaries create revolving loan funds to construct, refurbish, or service household water well systems.

Very Low-Income Housing Repair Program – Covers projects to remove and/or repair health and safety hazards from homes owned by individuals 62 years of age and older.
