AB 1968 would amend Welfare and Institutions Code Section 707(b) to add a narrowly tailored form of “conspiracy to commit murder” to the list of serious offenses that qualify for heightened juvenile court handling. The addition applies only where the conspiracy involves a planned attack intended to cause multiple deaths or targets a school, place of worship, or other public location. This targeted change allows for enhanced disposition options such as potential commitment to a Secure Youth Treatment Facility (SYTF) for adjudicated youth aged 14 or older.
