Gallagher Announces Legislation to Protect Parents’ Rights, Inform Them of Student Gender Transitions

AB 1314 comes after Chico USD kept student’s transition secret from parents.

SACRAMENTO – Today, Assembly Republican Leader James Gallagher (Yuba City) announced legislation to protect parents’ rights by requiring schools to inform them if their child begins identifying as a different gender while at school. Assembly Bill 1314, which Gallagher joint authored with Asm. Bill Essayli (R-Corona), would require schools to notify parents within three days of their child using facilities or participating in activities such as sports that do not align with the sex listed on their birth certificate.

“Parents should never be left out of their child’s education and development and this outrageous policy of allowing secret gender transitions at school must end,” said Gallagher.

AB 1314 comes in the wake of a lawsuit against Chico Unified School District that alleges school officials secretly transitioned an elementary school student. A recent study by University of Texas researchers found that LGBTQ+ young people with supportive parents were significantly less likely to experience depression.
